It's actually something you can create in Chamaileon. What you need to do:
Add two columns
Add two-two extra columns to the individual columns and switch off the reorder on mobile option on the inner two-two columns
This way these two columns will stay side-by-side on mobile, while the container columns will reorder, so you'll end up with exactly what you are looking for - 4 columns on desktop and 2 columns on mobile.
